If the costume is for a child or a toddler, it should be comfortable to run or jump around in. Getting children to sit quite when they are attired in costumes is almost impossible.
Another important feature of the little mermaid costume is the red hair and the tiara made from seashells. You will want to confirm if these come with the costume as otherwise you may need to buy it separately. Adults can have their hair colored in temporary colors, which goes away in few washes while the kids should preferably wear red colored wigs. The little mermaids hair is long and free flowing so style them accordingly.
